The Nepal–Tibet glacier disaster exposed South Asia’s deeper weakness: hazards cross borders far faster than warnings, data and rescue teams do.
Why South Asia’s Governments Must Build Disaster Institutions That Reflect the Region’s Borderless Hazards

When part of a glacier collapsed above the Lhende Khola on August 26, the debris flow it triggered was initially mistaken by the U.S. Geological Survey’s automated network for a magnitude-4.4 earthquake. By August 30, the combined toll in Nepal and China’s Tibet had reached around 750 dead, with more than 3,000 missing, including nearly 900 hydropower workers feared trapped.
Nepal’s finance minister estimates rebuilding will cost $4-5 billion, nearly a tenth of the Nepali economy. The collapse occurred on the Nepali side, on Langtang Lirung, which lies wholly within Nepal, but the debris fell into the Lhende Khola-Donglin Tsangpo river system, which crosses the Nepal-China border. The flood surged through Nepal’s Rasuwa and Nuwakot districts, while rising downstream levels prompted precautionary evacuations in parts of India. The hazards crossed borders. The mechanisms for responding to them have remained largely national.
South Asia’s problem is not a shortage of frameworks to deal with natural disasters. After the 2004 Indian Ocean tsunami, SAARC’s 2005 Dhaka Declaration called for a permanent regional mechanism for disaster preparedness, relief and rehabilitation. A 2006 Comprehensive Framework promised shared early-warning and cross-border data exchange. A Rapid Response mechanism agreed after Pakistan’s 2010 floods entered into force only in 2016, and many provisions have struggled to acquire operational continuity. SAARC’s non-functioning has further hindered a regional response; the grouping has not held a summit since 2014. India, Bangladesh and BIMSTEC have developed bilateral and subregional mechanisms because SAARC has been non-functional for a decade. But even these working instruments remain disconnected.
Disaster cooperation has four parts: monitoring, data-sharing, warning and response. Monitoring tells us what is happening upstream; data-sharing determines who learns about it and how quickly; warning tells downstream governments and populations what to do; response determines whether teams and equipment can cross a border. South Asia has instruments for each, but lacks the chain connecting them.
The 2008 Kosi flood showed the cost of that missing chain. When the eastern Kosi embankment breached at Kushaha in Nepal, some 50,000 Nepalis and millions in Bihar in India were affected. A World Bank assessment recorded 3.3 million affected and nearly 500 deaths. Water scholar Ajaya Dixit identified a core institutional gap: the 1966 Kosi treaty did not establish a clearly defined bilateral operational channel for embankment monitoring and maintenance. That did not cause the breach, but left no fast mechanism to turn warning into downstream evacuation. In 2017, floods across India, Nepal and Bangladesh affected an estimated 41 million people, yet the response remained largely national.
The 2023 South Lhonak glacial lake outburst in Sikkim made the same point. Researchers had estimated a 42 percent probability of the lake bursting. It sent a 20-meter wave through the Teesta-III dam and 385 kilometers into Bangladesh. India’s forecasters alerted Bangladesh the same day, but the lake’s early-warning system was still being installed — a year late. This was initially a failure of domestic preparedness, not a cross-border cooperation failure.
But that domestic lapse does not stand apart from the region’s wider pattern. The weakness exists at every layer, from monitoring to data exchange, warning and response. Foreknowledge is not the missing ingredient.
The response to last week’s glacier collapse and flooding in the Tibet-Nepal region follows a familiar pattern. China’s Premier Li Qiang travelled to the affected Gyirong sector within a day, while India sent relief flights and medical teams within 48 hours. Kathmandu initially declined foreign teams, but later accepted limited foreign expertise for tunnel rescue, DNA testing and forensic work after international pressure. India has offered assistance for Nepal to take up as it sees fit. The aid is generous, but negotiated afresh rather than activated through a standing protocol.
Nepal’s consent matters, particularly for security-linked deployments, but the question is whether technical assistance can be pre-negotiated so tunnelling teams, DNA units and bridging equipment activate in hours rather than days.
India and Bangladesh’s Joint Rivers Commission offers a working model. Since 1972, it has shared water-level, discharge and rainfall data on major rivers, with the annual sharing window extended in 2022. Bangladeshi officials say it falls short of real-time forecasting on smaller rivers. The 1996 Ganges Water Sharing Treaty expires in December 2026; formal renewal talks have not begun, despite an Indian parliamentary panel urging action.
BIMSTEC offers experience that South Asia can draw on. India has hosted Disaster Management Exercises since 2017, including rounds in 2020, 2021 and 2025. Yet when a magnitude-7.7 earthquake struck Myanmar in March 2025, it did not produce a comparable regional deployment. Instead, India launched Operation Brahma, reaching the ground within a day. A BIMSTEC Centre of Excellence for Disaster Management was proposed weeks later. The bloc is rehearsing interoperability faster than it is institutionalizing it.
The most difficult test is managing cooperation with China. India and China have an Expert-Level Mechanism on trans-border rivers, established in 2006 for annual meetings and flood-season data exchange. But its continuity is fragile. The Sutlej hydrological-data MoU expired in November 2020 and the Brahmaputra MoU in June 2023. China suspended Brahmaputra data-sharing during the 2017 Doklam standoff, citing damage to hydrological stations.
When functioning, the Sutlej and Brahmaputra data-sharing arrangements transmitted water-level, discharge and rainfall data twice daily during the flood season. Such arrangements can also be affected by the wider state of bilateral relations, making continuity an institutional vulnerability. Days before the Lhende Khola collapse, India and China agreed to hold the next Expert-Level Mechanism meeting in September and discuss renewing the lapsed MoUs. China had also said a year earlier it would use the mechanism and share hydrological data during emergencies on humanitarian grounds.
But no comparable standing early-warning mechanism for Nepal-China glacial-lake and landslide hazards is publicly documented. Former Nepali Environment Minister Madhav Prasad Chaulagain recently said that Nepal received no timely warning from China before the August 26 disaster; a protocol agreed after a smaller 2025 glacier incident was not used. Those claims have not been independently established, but they reinforce the central question: whether existing channels can deliver actionable warnings before a cross-border hazard becomes a downstream disaster. China did directly warn Nepal about a new barrier-lake risk after the flood. The lesson is that mechanisms exist, but their continuity remains too dependent on the wider political relationship.
South Asia needs to make its existing cross-border mechanisms operational. Three steps are realistic: renew data-sharing agreements on fixed schedules rather than allowing them to lapse; pre-clear technical assistance so that specialized teams and equipment can move within hours; and jointly fund glacial-lake monitoring, starting where India and Nepal already cooperate while developing a separate track for China. The challenge is turning information into interoperable warnings that cross administrative and national borders. The region increasingly knows where the risks are. What it has not built is the chain that turns that knowledge into a warning someone downstream can act on, or into a response that can cross a border when minutes matter.
The ice and rock above the Lhende Khola did not stop at the border. The river carried its consequences through three countries. South Asia’s governments now have a choice: build disaster institutions that reflect the region’s borderless hazards, or keep discovering, every few years, that the next disaster arrived at a boundary for which there was no standing plan.
